out of tune bassoon

Hello to everyone. Help me, please!
The thing is I have bought the bassoon called "mollenhauer" 3000 model and It's note "a" in tenor joint so high. When I trying play this note by piano It's sounds pretty clean. But when by forte - It so out of tune, It's so high, that all of that just dissapoint me ...
All pads on each joint setted sealed way and there is leaking of pads nowhere...
I tried use another bocal for example Heckel but all It in vain ..
What could It be? Thank for helping!

Of course, I tried another reeds: hard, easy, medium, all It doesn't helps, Unfortunately ...
Yes, sure I gave bassoon play to my colleagues, (I work in Opera theatre) but result the same ...
 
Sounds like this could be a voicing challenge. Or you find a alt fingering that might flatten the note; I had to do that on some vintage saxes. One time a tech added a wedge to the tone hole to get the notes (on a sax in the palm key altissimo range) closer to reality. Sounds like a real challenge.
