Attachments

I've converted the ATTACHMENTS database table to local (server) storage. This should allow attachments to be opened faster, will make the overall forum faster, and is a necessary step for when we upgrade to any future version of this forum's software.

I've done a spot-check and everything seems OK, but if you see missing attachments, please report it ASAP: I have backups!
