My guess is sopranino sarrusophone. It's small enough, both in length and bore size, that toneholes can be placed in the proper position and played without keys.
 
Oddly, it was easier than I thought to look up a sopranino Sarrusophone (static pics are here). It looks like, well, a smaller soprano Sarrusophone. The alto Sarrusophone is the first instrument in the Sarrusophone family that's in the ophicleide/bassoon shape.

I just realized this while typing the above sentence: maybe I should see what a soprano ophicleide looks like. Family pic. Maybe? It's not that good of a match. Maybe I'm just looking at it wrong.
