phrase markings

i'm learning the Brahms Sonatas for cl & pn and in the Peters Editions there are marks that a musical dictionary defines as 'up-bow' but i think they could divide group of notes into a phrase so we should pause instantaneously or at least think that a new group is to be played next. what do you think?
