I'm curious as to how the market defines instrument sales?

Does a manufacturer, say Buffet, look at the quantity sold to the distributor.
Distributor to the retail/discount store
or to the end buyer.

I certainly would like to see if it was to the end buyer. As when a new product comes out one comapny could sell *alot* of a product quickly just to clog up the distribution channels but then there is no end buyer buying them. Thus sales could then plummet (distributors get no orders).

I know the further you get into the food chain the harder it is to actually know. But I'm curious if anyone knows the answer(s)
